Supply Surplus Protocol Work Group Paper
On September 26, 2007, the AESO released the Market and Operational Framework for Wind Integration and shortly thereafter assembled work groups to assist and advise the AESO on recommendations for development of:
• Supply Surplus protocol
• Wind Power Management Protocol
• Wind Power Management technical requirements
The intent at this time is to make public the findings and recommendations of the Supply Surplus Protocol Work Group for transparency. The Supply Surplus work group consisted of representatives from various forms of generation who volunteered to participate in response to the AESO’s invitation to stakeholders.
The work group was established to assist the AESO with implementation of the Market and Operational Framework by developing a series of technically feasible and reasonable recommendations on how to manage supply surplus situations. This included a review of “how” and “which” supply offers from generators and the interconnections will be dispatched by the System Controller to maintain supply-demand balance when the Alberta system marginal price is at $0. Please refer to the work group terms of reference for information on the group's purpose, scope, responsibilities and membership.
The Supply Surplus work group arrived at several recommendations for the AESO to consider in updating the related Operating Policy and Procedure (OPP 103 Dispatching Multiple $0 Offers).
The AESO is reviewing the work group findings and recommendations and will take them into consideration as we develop an industry discussion paper on amendments to OPP 103 Dispatching Multiple $0 Offer. The AESO discussion paper will be the first step in industry consultation. The AESO plans to issue the discussion paper this fall and looks forward to consulting with industry on the proposed Operating Policy and Procedures amendments.
