Notice to Stakeholders: Implementation of Market & Operational Framework for Wind Integration in Alberta

Dear Stakeholders:
Presented for your information and review is the Recommendation Paper: Implementation of Market & Operational Framework for Wind Integration in Alberta.
This Recommendation Paper is the next major step in the implementation of the Market and Operational Framework (MOF) which identified several work streams to advance wind integration in Alberta.
The Recommendation Paper provides an overview of the MOF, describes the current system resources/mechanisms used to manage variability and ramps on the power system, as well as the AESO recommendations regarding wind power forecasting requirements, supply surplus protocols, and wind power management protocols required to implement the MOF.
This paper is intended to serve as the basis for futher discussion among interested stakeholders with the ultimate objective of determining, finalizing and implementing the rules, procedures and tools needed to integrate wind generation into the Alberta system without compromising system reliability or the fair, efficient and openly competitive operation of the market. A stakeholder workshop to discuss the Recommendation Paper will be scheduled in the next few weeks.
The AESO would like your input on the Recommendation Paper. Please use the attached comment matrix when submitting comments to the AESO. Please provide your comments and suggestions to Allison Mathews at allison.mathews@aeso.ca by Friday, April 3, 2009.
The AESO will publish all stakeholder comments received for industry review shortly after the comment deadline. Stakeholder comments received along with AESO responses will be published with the final Recommendation Paper later this spring. Following issuance of the Final Recommendation Paper, the AESO will initiate consultation on the proposed ISO and OPP Rule changes indicated in the paper through established processes.
