February 2010 Preliminary Settlement

Today, the Alberta Electric System Operator (AESO) issued the Preliminary Pool Statements for the month of February 2010.  The settlement results reflect all information for the month of February that was received by the AESO from the Meter Data Managers (MDMs) and Load Settlement Agents (LSAs), with the exception of the dates mentioned in the table below. 

The February 2010 preliminary statements include a Prior Period Energy Payment / Energy Charge for July and November 2009 generation, AESO directly contracted transmission load changes, the interim reconciliation settlement (November 2009), and the final reconciliation settlement (July 2009) as described in AUC Rule 021.

The February 2010 preliminary statements do not include load data for the following days:

 Atco  February 25 to 28  
 Enmax

 February 24 to 28

 All zones

 Epcor  February 25 to 28  All zones
 Fortis  February 25 to 28  
 Valeo  February 24 to 28  

Any data that was not included in preliminary settlement and billing will be settled on Wednesday, March 10th, provided that the data is submitted to the AESO prior to this date. The settlement reports available to participants on the web will then be updated with the additional data received.

The February 2010 statements include Retailer Specific Adjustments (RSAs) and Retailer Adjustments to Market (RAM) for applicable participants.  Through the participant’s secured area of the Energy Trading System (ETS), the AESO provides additional information for the RAM amount under Reports/Historical/PFAM Summary; support for the RSA amount is provided by the LSA.  Total load by zone and total RAM adjustment by zone is provided for those zones that have RAM adjustments in a particular month.  This information is located on the AESO’s home page under Compliance/ Load Settlement/PFAM PFEC/RAM Details.  The RSA and RAM amounts are calculated in accordance with the Settlement System Code (AUC Rule 021). PFAM adjustments for the period preceding June 2005 are located under Reports / Historical / Pre June 2005 PFAM Summary.

The statements also include Dispatch Down Service (DDS) Payments and Charges applicable to generation assets, as well as Uplift Payments and Charges (paid to generation, charged to load). The AESO provides information for DDS and Uplift Payments and Charges under Reports/Historical. The following reports: Daily Detail Production, DDS Payment Summary, DDS Charge Summary and DDS Payment Detail contain hourly information that will assist in the reconciliation of these payments and charges. To reconcile Uplift Payments and Charges please review the Daily Detail Reports (Production and Consumption), Uplift Payment Summary, Uplift Charge Summary and Uplift Payment Detail Reports.

The cash settlement for the month of February 2010 will occur on Friday - March 26th, 2010. Please ensure that any amount owed to the AESO related to the energy market settlement is transferred on or before that date via electronic transfer to the AESO’s bank account at Bank of Montreal. All AESO payments to participants will be made on March 26th, 2010.
