    Stakeholder Consultation Regarding Mothball Outages

    On June 7, 2016, ISO Rules Section 306.7 Mothball Outage Reporting (“Section 306.7”) became
    effective. The rule was expedited as an interim measure and the AESO committed to initiating a
    comprehensive review of the rule with stakeholder engagement.

    In 2016, the AESO invited market participants to participate in a series of working sessions to discuss the
    issue of whether mothball outages would be implemented as a permanent feature in the Alberta market
    design framework. The first working session took place on July 25, 2016. After the working session,
    stakeholders provided written comments which were posted on the AESO website on September 20,
    2016. The second working session took place on September 23, 2016, with comments posted to the
    AESO website on November 15, 2016.

    On November 23, 2016 the Government of Alberta announced its endorsement of the AESO’s
    recommendation to transition from an energy only market to a new framework that includes an energy
    market and a capacity market. The capacity market is targeted to be in place by 2021.

    The AESO committed to completing a final comprehensive review and stakeholder consultation of
    Section 306.7 in 2017. A stakeholder session will be held on September 14, 2017 at the AESO offices
    (please see further details below). The intent of the working session is to gather final comments and
    feedback from stakeholders on Section 306.7. The AESO will review stakeholder input and consider any
    potential updates to the rule thereafter.
